I'm afraid this package can't go in unless a new maintainer for NetBeans is found. As of now the NetBeans has been retired.

I have no more interest in maintaining this package.
Please, if someone have time to spend, i willingly leave its maintenance.

Well, the official installer of upstream uses /usr/local/netbeans-*/ and respective subfolders. An official fedora package would only mean to install in /usr/ subfolders, so no special need for another package.
