The snapshot sync algorithm is considering trees that haven't been downloaded as --link-dest candidates. This is incorrect - the --link-dest candidates should be limited to those trees that have been actually duplicated in the local filesystem, not all directories that are available on the remote server.

Reassigning to 0.1.0 - this has the potential to waste a *lot* of bandwidth on big trees.
