Must not restart on package upgrade

<davidz> dcbw: while you were away, I was complaining about the fact that NM is being restarted every time you upgrade the package. Before I file a bug, I wanted to check whether that is intentional or just a bug?

NetworkManager-0.9.4.0-7.git20120403.fc17 has been submitted as an update for Fedora 17.
* should fix your issue,
* was pushed to the Fedora 17 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing NetworkManager-0.9.4.0-7.git20120403.fc17'
as soon as you are able to, then reboot.

Does it mean that we no longer use 'connetion assume' funcionality for updates?
