With a "dmesg" command, I can see some errors. The problem don't happen when back from hibernate or cold turn on. This stopped when I de-activate the trackpad and activate it again. My hardware is a Dell Vostro V13.
3.1.2-1 is relatively old at this point. Could you please try the latest 3.3.1-5 in F16 updates, or even 3.3.2-1.fc16 and let us know if the problem persists?
I'm seeing this on my HP dv6t on both up-to-date Fedora 16 and Fedora 17 with updates-testing enabled. Using i8042.dumbkbd and i8042.reset (which was suggested by Google) on the kernel boot line doesn't have any effect. I only started hitting this sometime over the last month, but I'm not sure what changed.
FWIW, typing "echo -n rescan > /sys/devices/platform/i8042/serio1/drvctl" fixes the problem for me (though it reappears when after another suspend/resume cycle).

It's still the same. Works great after fresh boot, but after waking from sleep the keyboard not very responsive. It frequently pauses for a second or so, and ignores any keystrokes made during that time. As reported /var/messages shows what is listed below during that time period... This bug still exists in kernel-3.6.7-5.fc18.x86_64. Typing echo -n rescan > /sys/devices/platform/i8042/serio1/drvctl fixes the problem until the next suspend/resume cycle.

Note: if I plug in another cheap usb keyboard on hp dv7 laptop I don't see the problem on it (i.e., skipped and repeated key entries after sleep or hibernate). Also, "echo -n rescan > /sys/devices/platform/i8042/serio1/drvctl" seems to help.
Fedora 16 changed to end-of-life (EOL) status on 2013-02-12. Fedora 16 is no longer maintained, which means that it will not receive any further security or bug fix updates.
