add ppc64p7-linux to 64bit library path

Description of problem:
rpm-4.9.1.3-4 sets LIB variable to lib and it should be lib64 for 64bit arches.

Version-Release number of selected component (if applicable):
rpm-4.9.1.3-4.fc17.ppc64.rpm

How reproducible:


Steps to Reproduce:
1. Compile a package that links libraries like pcre with rpmbuild --target=ppc64p7 or in a ppc64p7 mock environment

Will attach trivial patch to correct.
