root login allowed by default

Description of problem:
much to my surprise, root login is allowed by default in a clean f16 install. it is also allowed by default in a f16 yum upgraded to f17. More, it works with -Y too.

# rpm -q openssh
# rpm -qf /etc/ssh/sshd_config
Steps to Reproduce:
this is a security risk, and also it's an undocumented one, afaict.
# rpm -q openssh-server
