Description of problem:
much to my surprise, root login is allowed by default in a clean f16 install. it is also allowed by default in a f16 yum upgraded to f17. More, it works with -Y too.

# rpm -q openssh
openssh-5.8p2-25.fc16.i686
# rpm -qf /etc/ssh/sshd_config 
openssh-server-5.8p2-25.fc16.i686
