Per Comment 27 (of the original bug 682815) this issue is still actual on MRG/M 2.1.2 packages, so I am opening this issue again for current release. 

Although the originally reported management inconsistency was not seen, it is possible that the failures mentioned in Comment 14 and Comment 25 blocks the originally reported issue occurrence.

Leonid did you stored the data from the last run? If so, please attach the full logs from all the brokers. Thanks.
