I've installed all the packages from here: http://koji.fedoraproject.org/koji/buildinfo?buildID=317069 (excluding *.src.rpm, *-devel & *-debuginfo). Now system-config-selinux runs well! Although it says "WARNING: Policy would be downgraded from version 27 to 26". Thanks!
Probably, setools should be at the policycoreutils-gui dependencies list?
Well it does, but a bad setools-console package got into testing and was blowing up other apps. The new version fixes the problem.
