Description of problem:
When kickstarting, the installation is running in graphical mode even if "text" is specified as an option.

Version-Release number of selected component (if applicable):
anaconda 17.20

How reproducible:
Always

Steps to Reproduce:
1. Create a kickstart file with the text option set
2. Start an installation using that file (ks=...)
3. Watch X and the graphical installation getting started
  
Actual results:
Graphical installation

Expected results:
Text mode installation

Additional info:
- Using PXE boot
- kickstart file is on a NFSv3 share
- https://fedoraproject.org/wiki/Anaconda/Kickstart#text
