Description of problem:
M-x customize-variable   -> gutter-buffers-tab-visible-p

Toggling the variable to on or off has no effect on the visibility of Tabs. 
Tabs are never visible.

Steps to Reproduce:
1.M-x customize-variable
2.gutter-buffers-tab-visible-p
3.toggle variable on or off
    

Actual Results:  Toggling the variable to on or off has no effect on the
visibility of Tabs.  Tabs are never visible.

Expected Results:  Tab visibility should be able to be displayed or hidden; Tabs
are never made visible.

Reproduced.  Should be fine in 8.0 and recent xemacs in rawhide.
