Description of problem:

See attached screenshot - because of the layers I cannot access any item from the menu.

Nitrate 3.7.0

In other words, menu gets hidden once I move mouse cursor over the bar below which makes any selection impossible.

Hmm, today it seems to be fine. Probably we can close this bug.
