Description of problem:
Logical network that was created from a cluster goes to operational status despite hosts do not have interfaces attached to it.

How reproducible:
Always

Steps to Reproduce:
1. Create a new logical network from the cluster or Data Center (and attach to cluster)
2. Check the status of the created network.
3.

Actual results:
New logical network goes to operation status

Expected results:
New logical network should be non-operational

NOT a bug, my hosts were in maintenance so it is OK that logical network became operational right away
