Description of problem:
This is a request to support more methods for enforcing quota. Currently, only a number of instances can be specified. While this is useful, if a user creates an instance with 10 cpus and 512GB of RAM vs 1 cpu and 512MB of RAM the amount of resources consumed on a provider can be vastly different.

This request is for the ability to specify quota on a Cloud Resource Zone in terms of:

- Number of CPUs
- Amount of Memory
- Amount of Storage

These should be able to be combined or used independently of the instance method.
