The link to the successor Jira issue will be found under "Links", have a little "two-footprint" icon next to it, and direct you to the "RHEL project" in Red Hat Jira (issue links are of type "https://issues.redhat.com/browse/RHEL-XXXX", where "X" is a digit). This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.
Description of problem:
boot a win2kr2 with "-smp 160,sockets=40,cores=4,threads=1" and check 'task manager-->performance', find cpu usage always keep 41%. screenshot is in attachment. There isn't this issue in Intel host.
notes: I don't run any additional application programme in guest.

I tested this issue in Intel e7450(cores 96) host, There isn't this issue. It occurs only in AMD host.
This is DUP of BZ#820112. Also we do not support guests with number of vcpus greater than number of host cpus.
