We would not make a UI change like this in Red Hat specific patches, it would need to be done on the gnome.org level - http://bugzilla.gnome.org/ However, I can't think of a way to implement this feature, short of themes coming with some sort of compiled control panel dedicated to the theme, which seems unlikely. A generic "Colors" tab will probably be added to the theme control panel Details dialog at some point, but that won't be theme-specific. BTW, window button order isn't a function of the theme with metacity, it's a preference you can set in gconf-editor.
