Description of problem:
GL_EXT_texture_compression_s3tc doesn't appear to be supported by mesa/gallium for my card (Mobility Radeon HD 5430 CEDAR) even though the hardware should support it fine. Some earlier versions of mesa apparently did support it (see http://feedback.wildfiregames.com/report/opengl/device/Gallium%200.4%20on%20AMD%20CEDAR for example)

How reproducible:
Every time

Steps to Reproduce:
1. Have a Mobility Radeon HD 5430 card
2. Attempt to run software which needs GL_EXT_texture_compression_s3tc (such as Psychonauts from the Humble Bundle V)
3. Watch software fail to run thinking required GL extension is not available.
  
Actual results:
Psychonauts segfaults ( ... ERROR: Missing required OpenGL extensions:
    - GL_EXT_texture_compression_s3tc
Start Up completed in 0.27 seconds
Segmentation fault
)

Expected results:
I get to play my game

Gallium 0.4 on AMD CEDAR
