Description of problem:

In 0.8 we have tags at the distro_tree level, in 0.9 they are at the distro level.  We need to know if all arches of a distro install before tagging it STABLE.

My suggestion is to submit a job with all arches for the distro and watch that job until it completes, if it passes then tag the distro with STABLE.
