Description of problem:

grinder fails to finish downloading previously interrupted files

possible recreate:
1. sync.. interrupt the sync.. check the file system for *rpm.part or *.part and then resync a repo.

Result:  file is never fully downloaded via grinder

Expected Result: file is fully downloaded
