Description of problem:
Important point is missing in documentation.

When SELinux packages are not installed during basic installation but afterwards are required, one usually follows the following documentation: http://docs.redhat.com/docs/en-US/Red_Hat_Enterprise_Linux/6-Beta/html/Security-Enhanced_Linux/sect-Security-Enhanced_Linux-Working_with_SELinux-Enabling_and_Disabling_SELinux.html#sect-Security-Enhanced_Linux-Enabling_and_Disabling_SELinux-Enabling_SELinux

But in Topic 5.4.1. on mandatory point is missing.
To make sure SELinux is initalized during system startup one has to run `dracut` to put SELinux awareness into the initramfs

Failing to-do so will cause SELinux not to start during system startup.
So I think that's a mandatory point which should be put into the documentation
