The powerpc-utils-python package is a new package which contains the amsvis python tool. This tool allows for graphically showing how memory is utilized in a partition running Active Memory Sharing, which is a new Power platform feature for sharing memory between partitions. This feature is a request to include the new package.

Upstream is http://sourceforge.net/projects/powerpc-utils/files/powerpc-utils-python/

Also appears to be an existing rpm at -> http://lnykryn.fedorapeople.org/powerpc-utils-python/powerpc-utils-python-1.2.1-1.fc16.src.rpm

the propper process for adding packages to fedora needs to be followed 
http://fedoraproject.org/wiki/PackageMaintainers/Join
http://fedoraproject.org/wiki/New_package_process_for_existing_contributors

depending of if its for a existing maintainer or a new one. filinga  bug for this is not appropriate.

if for some reason you can not package it yourself you should add it to  http://fedoraproject.org/wiki/Package_maintainers_wishlist and hope someone picks it up for you.
