the propper process for adding packages to fedora needs to be followed http://fedoraproject.org/wiki/PackageMaintainers/Join http://fedoraproject.org/wiki/New_package_process_for_existing_contributors depending of if its for a existing maintainer or a new one. filinga bug for this is not appropriate. if for some reason you can not package it yourself you should add it to http://fedoraproject.org/wiki/Package_maintainers_wishlist and hope someone picks it up for you.
