Cherry picked for 1.0.1

Technical note added. If any revisions are required, please edit the "Technical Notes" field
accordingly. All revisions will be proofread by the Engineering Content Services team.

    New Contents:
An update to qpid-cpp-server enables QPID authentication as a default. The causes an error when installing packages to subscribed clients:

"AuthenticationFailure: Error in sasl_client_start (-1) SASL(-1): generic failure: GSSAPI Error: Unspecified GSS failure. Minor code may provide more information (Credentials cache file '/tmp/krb5cc_48' not found)"

This update to System Engine explicitly disables QPID authentication in the configuration file. This removes the error and properly installs packages to subscribed clients.

Seems that we had a "mid-air" collision and somehow I ended up with a comment related to tech notes. Please disregard that.
