Description of problem:
During the package installation of the installer, the package install status
percentage is not reflecting the download percentage as it did in previous
versions.  Basically, it reports 0% until the download is complete, then flashes
"100%" before moving on to the next package.

How reproducible:
Install Red Hat beta phoebe via ftp/text install.

Steps to Reproduce:
1.  Install via ftp/text method.

Actual results:
See above.

Expected results:
That the correct progress (10%, 20%, ... 100%) will be reported during the
download/install.

This has been the behavior for at least 4 or 5 releases best I can recall.
