TFTP download failed

Description of problem:
Using etherboot to WDS install a windows guest, but installaion always fails on "TFTP download failed". This issue also exists on etherboot-5.4.4-15.el5. Snapshot will be attached.

Additional info:
This issue does not exist on gpxe-0.9.7-9.el5. 
This bug is not a regression.
This bug is filed from QE's point of view. Since there is a workaround(by using gpxe), please feel free to get this bug move forward.
