Build with $RPM_{OPT,LD}_FLAGS, %{_smp_mflags}

L-function 1.23-5 introduces two regressions: it is no longer built with $RPM_OPT_FLAGS nor %{_smp_mflags}. Fix attached; while at it, also build with $RPM_LD_FLAGS.

Thanks. My fault when merging my "L" review request with existing "L-function" package.

The new package is currently only for rawhide, as the changes were for integration with my work in progress sagemath package.
