I see this too, even manually changing the locale in the wesnoth config doesn't work. I wonder if it's an artifact of the way I do the install in the spec. I'll check it out.

The update seems to be for version 1.10.3-4. However the translation stuff is solved in 1.10.3-5. (says the changelog). Could you update the update :)
