prelink does not unlink on uninstall

When removing prelink, it does not bring back the libraries to the un-prelinked state. This can cause problems, for instance when booting in FIPS mode, and the library sha1 signatures no longer match.
Proposal to add this to the spec file:

Fedora is getting ready to be able to boot in FIPS mode, and this will help
(another feature to discuss is to run prelink -ua when we find we were run before, but we're in fips mode now so we know it needs to be undone)
This message is a reminder that Fedora 17 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 17. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time
this bug will be closed as WONTFIX if it remains open with a Fedora
'version' of '17'.

plan to fix it in a currently maintained version, simply change the 'version'

Although we aim to fix as many bugs as possible during every release's
lifetime, sometimes those efforts are overtaken by events. Often a
more recent Fedora release includes newer upstream software that fixes
bugs or makes them obsolete.
Still very much present. A simple fix was also put into this rhbz in the description.
Please fix or give me a reason why you are not fixing this.

You may unlink by setting in /etc/sysconfig/prelink, PRELINKING=no
# Set this to no to disable prelinking altogether
# (if you change this from yes to no prelink -ua
# will be run next night to undo prelinking)
Sergio, that does not help when someone runs rpm -e prelink and the files were prelinked at the time.
prelink should never leave prelinked files behind when it is being uninstalled. It must run prelink -ua in %preun

I agree , we should have :
prelink -ua in %preun

The bug is easy to fix, open for more than two years and there were several requests for a response.
This bug appears to have been reported against 'rawhide' during the Fedora 23 development cycle.
Changing version to '23'.
(As we did not run this process for some time, it could affect also pre-Fedora 23 development
