Description of problem:

Run once of VM with setting: Total cores=4, cpu socket=2,
Fail on can do action: No available (UP) host in the cluster,
Though the real problem is that the host cpu fits: Total cores=2, cpu socket=1.

SI10 setup, rhel6.3 hosts

How reproducible:
always


Expected results:

Give error like: Cannot run VM, host CPU and VM cpu settings mismatch.

The problem here is that the host has not enough CPU cores to run the VM and instead it prints wrong error regarding no available UP hosts in the cluster.
Ilanit , please attach the relevant engine logs as well.
