This RPM is only intended for EPEL 6, because neither RHEL 6 nor EPEL 6 do currently provide the ability to emulate ARM on RHEL/CentOS, while servers are mostly running RHEL/CentOS and usually are more powerful than regular standard client/workstations. The RPM is backported from Rawhide and works fine for me here (running Fedora 17 GA ARM inside).
There's already a epel6 branch of qemu, and last time it was touched was after this review request at least. If it's not building arm, and you still want this, please provide patches against the fedora spec to enable things/make it work or just offer to comaintain the epel branch and I'll approve it. But I don't think we should add a totally new top level package just for qemu-system-arm
