Blank drop down list UI

Description of problem:

If test cases didn't have tag,the drop down list of tag is abnormal on remove tag dialog box.

Version-Release number of selected component (if applicable):
TCMS 3.8.0-1 on stage

How reproducible:
100%

Steps to Reproduce:
1.Enter a test plan and choose cases which haven't tags
2.Click 'Cases'-->'Tag'-->'Remove Tag'
3.Check the drop down list of tag.
  
Actual results:
There only display a gray vertical bar,refer screenshot.

Expected results:
It should display a drop list which have a blank text.

That is a normal select box, when the options are empty, in this case, meaning no tags are to be removed.
