Description of problem:
App events like 'stop' do not behave the same if sent through client tools versus REST API

Version-Release number of selected component (if applicable):


How reproducible:
Always

Steps to Reproduce:
1. Create a scalable app with mysql embedded
2. Stop it through client tools, it stops only the app
3. Start back again and stop through REST api, it stops all cartridges
  
Actual results:
The behaviour is inconsistent

CLI tools need to call the new REST API to start/stop application
