Description of problem:
Package install event is always scheduled for "spacewalk-koan"  even when already installed.

Version-Release number of selected component (if applicable):
Satellite 550

How reproducible:
100%

I have a system registered to Satellite 550 (VHost).
 
1. #rpm -q spacewalk-koan
spacewalk-koan-0.2.7-10.el6sat.noarch

2. The package is in the system-profile as well.
Systems -> VHost -> Software -> List/Remove -> Filter by Package Name: spacewalk-koan : spacewalk-koan-0.2.7-10.el6sat
 
3. The system has the following entitlements:
  - Provisioning
  - Virtualization

4.Set up provisioning of a Vitrual guest on the system
Systems -> VHost -> Vitualization -> Provisioning  -> Schedule Kickstart and Finish


5.Systems -> VHost -> Events
The following event is created:

Package Install scheduled by admin

This action's status is: Queued.
This action has not yet been picked up.
Packages Scheduled:

    spacewalk-koan-0.2.7-10.el6sat


I guess this event should not be created when the packages is already installed.
