When deploying a bundle, the user can select a group.
If the user went through all the steps and the group was empty he will see a message only at the end, that the group was empty (actually it says bla(*) bla bla bla no members bla bla , where the user stops reading after the first bla).

*) bla = java.lang.RuntimeException

The bundle wizard should directly warn about the empty group when the user has selected the group -- or in the group selection window already display that the group is empty and his selection would make no sense anyway.
