Description of problem: According to the docs, the package should come from the optional RHEL channel. Indeed, if we disable OS channel, it comes from there. Fixed. (I could not find the reference to the Optional channel because it had been removed. This was fixed in the doco by Russell Bryant on 29 Aug 2012, commit id 60f3b267473ef92e7a5c0e2f0747e51cd65d7cc6.)
This bug is for previous release of OpenStack, no longer supported, fixed but did not get QA'd. Closing as Currentrelease.
