During this time there is almost constant hard drive activity...this did not happen with the grub version in Fedora 16. Please make sure your system is fully updated and run something like grub2-install /dev/sda grub2-mkconfig -o /boot/grub2/grub.cfg to actually use the latest version. Please also run some kind of low level disk checking tool to verify that the harddisk is 100% ok.

The problem was eliminated when I reinstalled Fedora 16 (as a fresh install). If it was a hdd related problem, then it should have happened when I installed Fedora 16 also. 2. The boot loader is installed at /dev/sda, otherwise the bootloader menu itself would not come up. The problem is the bootloader menu is coming up after about 2 minutes of hdd activity. To again reiterate, I reinstalled fedora 16 and the grub menu lst showed up in seconds. This confirms the fact that it is to do with the Grub version in Fedora17 and not a hdd problem. 3. The bug is reflected at fedora forum also. http://forums.fedoraforum.org/showthread.php?p=1598127. 4. Legacy grub in Fedora 16 was ok.
Solved the problem. Following was the solution for the problem reported. 1. Grub was updated from grub2.x86_64 1:2.0-0.25.beta4.fc17 to grub2.x86_64 1:2.0-0.37.beta6.fc17 which solved the problem of slow boot i.e. excessive slow response of grub to show up menu lst. Thanks.
