Description of problem:

If you open yelp and try to use the links at the bottom of the window to quickly jump between chapters, nothing happens. When you mouse over the links, they underline, and the cursor changes to indicate that its text. Clicking doesn't actually do anything.

Reproduce:
1. Navigate to System > Help
2. Click on Desktop User Guide (or any guide)
3. Try to click on "< About This Document" or "Basic Skills >"
4. No effect

Only the links in the left hand pane work. Expected behavior would be that when you click on one of the chapter names at the bottom, you get taken to that chapter.

I've seen this behavior in RHEL 5.9, 5.8, and 5.6. I imagine 5.7 doesn't work either, and I've seen a similar sounding BZ open on this for 5.5* that got no attention. 

It works in 5.3. RHEL 6.x has a different version and works fine.

In 5.3, where it works, instead of the cursor changing to an I-beam over the text like it does in newer versions, the cursor changes to indicate that the link/text is clickable (hand with the pointing finger).

This bug/component is not included in scope for RHEL-5.11.0 which is the last RHEL5 minor release. This Bugzilla will soon be CLOSED as WONTFIX (at the end of RHEL5.11 development phase (Apr 22, 2014)).
