It also most probably applies if you have a NIC and don't switch it off, but you don't have the physical connection to it.
We don't really have any offline installation criteria AFAIK. I believe this is undoubtedly a blocker, but I'm not sure which milestone. Let's discuss.
Discussed at 2012-09-05 blocker review meeting. Accepted as a blocker as a conditional infringement of criterion "The installer must be able to complete package installation with the default package set for each supported installation method", in the case that you have no network connection - the 'default package set' install would fail for DVD or live install. We did note that an explicit criterion for offline install may be a good idea.
This should be fixed in master.

I tested F18 Alpha RC2 - DVD and Live, with and without NIC - in VM. The installation now works offline.
18.6.7 went stable, so closing this.
anaconda-18.6.6-1.fc18 has been pushed to the Fedora 18 stable repository. If problems still persist, please make note of it in this bug report.
