Description of problem:

libvncserver-devel-0.9.8 lacks "Requires: gnutls-devel".

The current version in Fedora-16 and Fedora 17:

Note: Only libvncserver-0.9.8 is affected. libvncserver-0.9.9 (fc18/rawhide) and libvncserver-0.9.7 (CentOS6) are not affected

How reproducible:

Steps to Reproduce:

Compile a file, which is including <rfb/rfbclient.h> in a pristine 
F16 or F17 environment (e.g. in mock):

mock fedora-17-i386 --init
mock fedora-17-i386 --install libvncserver-devel zlib-devel
mock fedora-17-i386 --shell
echo "#include <rfb/rfbclient.h>" > foo.c
gcc -Wall foo.c

Actual results:

# gcc -Wall -c foo.c
In file included from foo.c:1:0:
/usr/include/rfb/rfbclient.h:42:27: fatal error: gnutls/gnutls.h: No such file or directory
compilation terminated.

Expected results:
libvncserver-devel to pull in all deps it requires.

Additional info:
* Only libvncserver-0.9.8 is affected. libvncserver-0.9.9 (fc18/rawhide) and libvncserver-0.9.7 (CentOS6, EPEL6) do not seem affected
* This bug affects rebuilding OpenSceneGraph with libvncserver support enabled (https://bugzilla.redhat.com/show_bug.cgi?id=851810) 
for FC17 (http://koji.fedoraproject.org/koji/taskinfo?taskID=4450476).

This message is a reminder that Fedora 16 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 16. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time
this bug will be closed as WONTFIX if it remains open with a Fedora 
'version' of '16'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version prior to Fedora 16's end of life.
