Description of problem:
Add tool tip for configuration a Quota feature
Version-Release number of selected component (if applicable):
RHEVM 3.1 - SI17
QEMU & KVM: qemu-kvm-rhev-0.12.1.2-2.295.el6_3.2.x86_64
Steps to Reproduce:
1. Enforce Quota feature on relevant DC
2. Select relevant DC
3. Select sub-tab “Quota”
Add tool tip, how configure Quota feature (go to left panel tree, select relevat DC, go to tab “Quota”, and click “Add”.
This is going to be handled together with Bug 845022, which will:
1. Enable action buttons in this sub-tab
2. Provide the user with a special feedback when enabling Quota for a specific DC.

OK, sf3. Quota subtab contains actions, when new popup windows after clicking 'Add' appears, there's help icon visible and working.
This bug is currently attached to errata RHEA-2013:14491. If this change is not to be documented in the text for this errata please either remove it from the errata, set the requires_doc_text flag to minus (-), or leave a "Doc Text" value of "--no tech note required" if you do not have permission to alter the flag.
