There is already a tigervnc package in the repository; it just doesn't have any EPEL branches. Since it's in the repository, a package review ticket is completely pointless. You probably want to read and follow https://fedoraproject.org/wiki/How_to_get_sponsored_into_the_packager_group#Become_a_co-maintainer
