Candlepin now allows Organizations with i18n characters. It urlencodes them properly now. But these Orgs are still being used as ids for Pulp Repos which is against the pulp validation rules (see comment #5 of bug 804555).

Katello should encode the org names before creating repos. This used to work before because the i18n characters were treated incorrectly as periods (.)

this is a dupe of a series of bugs we are fixing in CFSE 1.1.
