Steps to Reproduce:
1.Hover the mouse pointer around any control in conductor. 

There should be description(Tooltips) of all the controls in conductor.

There might be some problem with the code pull as tooltips are available in upstream aeolus conductor.

I'm not sure we ever had very robust tooltips.

The ones called for in #790817 had to be reverted from 1.1 because they were not translated in time.

Will move to the 2.0 bucket and resolve in our next translation run-through.
