ifup hangs if openvswitch service is not running

Description of problem:
If an Open vSwitch bridge is brought up that has been configured in /etc/sysconfig/network-scripts/ it hangs indefinitely trying to connect o the daemon if the openvswitch service is not running.

Steps to Reproduce:
1. Configure OVS bridge
2. Stop openvswitch service
3. ifup OVS bridge

openvswitch-1.7.1-2.fc18 has been submitted as an update for Fedora 18.
* should fix your issue,
* was pushed to the Fedora 18 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing openvswitch-1.7.1-2.fc18'
as soon as you are able to.
