Searching on bugzilla.redhat.com, i see that it is an OLD bug reported initially on F13, refer: https://bugzilla.redhat.com/show_bug.cgi?id=590035 F18 and still the same bug.
Aparently, is a bug of selinux-policy, for that i change the product of pango to selinux-policy. The selinux-policy reported at moment of this bug is: selinux-policy-3.11.1-21.fc18.noarch In the bug 590035 Daniel Walsh say that is fixed on selinux-policy-3.7.19-15.fc13.noarch, but is not on F18.

No AVC messages? What context is pango running with?

I no know the context. Steps for reproduce the bug: 1.- Install Fedora 18 Alpha KDE spin 2.- yum update -y 3.- reboot 4.- start session 5.- shutdown from the KDE menu 6.- The error is showed on terminal while is shutting down the system
