After looking into source code its found that current locale set is not correct and this is due to current issues in F18 that is setting default English locale installation to POSIX locale. This is not a bug. Once you reset LANG=en_US.UTF-8 and run iok, it works fine.
Though this is not a bug in iok but in anaconda, anaconda package need to be fixed that automatically fixes this.
Tested this with new anaconda-18.16-1.fc18 working fine.
