Description of problem:

if you create a ec2 provider without a region, you cannot add a account and its not exactly intuitive as to why.  rhevm is the same way... we need to make that field required and do some amount of validation of the value inputed, like making sure its a real region for ec2 and verifying rhev_api_url;dc_hash is all correct
