Description of problem:
When creating a new organization, if a channel with a family label of 'rh-public' is already synced, then that channel will automatically be applied.

Steps to Reproduce:
1. Sync the RHEL 3 channels which are not 'rh-public'.
2. Create a new organization.
3. Check the channel list within the organization. The RHEL 3 channel will automatically be visible in the newly created organization.



Expected results:
The RHEL 3 channel should not be visible to a newly created organization.
