authconfig showing question marks instead of Spanish characters tested in a Virtual machine

Version-Release number of selected component (if applicable): Fedora 18
Steps to Reproduce:
2.Check translation on terminal
Actual results: Question marks are replacing Spanish accents and characters
'Requiere por lo menos un d??gito en una contrase??a.'
'Requiere por lo menos un dígito en una contraseña.'
Expected results: Spanish characters and accents should be shown correctly
Additional info: The text shows the appropriate accents and characters at https://www.transifex.com/projects/p/authconfig/language/es/
Can you please describe your system in more detail - particularly - is it a fresh install of F18, what is your display manager, what is the terminal application you use?
I suppose the terminal was running with wrong - non UTF-8 locale.
