Description of problem:
In case of boundary situations... are we considering floor or ceil of a value?

For example, in case of 2x2 setup:

If I set cluster.server-quorum-ratio: 90, I expect quorum not to be met when I have even a single machine is down. But currently, setting quorum-ratio to 90 quorum is met even when a node is down.

So, I guess we have to consider the ceil? Thoughts?
