jlex isn't currently maintained by upstream. jflex is compatible with jlex and supports many additional features. I believe jlex should be deprecated.

Currently only one package (jexcelapi) build-depends on jlex and this
dependency is redundaty and can be simply removed.

I agree, I will retire this package starting with F19.

Package is retired in pkgdb, ticket raised with rel-eng to block it from f19 onwards: https://fedorahosted.org/rel-eng/ticket/5371
