How reproducible:
100%

Steps to Reproduce:
1.Create a new user with "Global provider user" role, say userA
2.Login as userA
3.Move to Administer --> Cloud resoure providers

Actual results:
since the user didnot have permissions to access the provider accounts,an empty box was displayed(PFA:no_graph.png)

Expected results:
It will be good to show some message like "Insufficient permissions to view the graph" or so
